Rule Overview

The Synthetic Organic Chemical Manufacturing Industry (SOCMI) New Source Performance
Standard (NSPS) 40 CFR Part 60, Subpart YYY (a.k.a. SOCMI YYY) is expected to be finalized this
summer! The compliance date is effective upon promulgation of the Final Rule. Subpart YYY was
proposed in 1994 as a new source performance standard (NSPS) for new, reconstructed, or modified
process units within the SOCMI to regulate volatile organic compound (VOC) emissions from
wastewater. EPA’s internal Staff Draft was made available in October 2005 and rule provisions are
summarized below. This is not a substitute for reading the rule or obtaining professional assistance.

Affected Facilities

Subpart YYY applies to SOCMI chemical process units (CPU). An affected facility is a designated
chemical process unit (DCPU) in the SOCMI which began or begins construction, reconstruction, or
modification after September 12, 1994. An affected facility that generates wastewater is subject to
Subpart YYY and requires control of Organic Wastewater Compound (OWC) emissions from Group 1
wastewater streams. Wastewater streams may be any of the following:

• Process wastewater,
• Aqueous in-process streams, or
• Maintenance wastewater.
