Complying with the RICE MACT and GACT
Finalized on May 3, 2010, the EPA’s new RICE MACT has three key components but is quite complex. It covers:
- Establishing emission standards for hazardous air pollutants for existing stationary RICE that are either located at area sources of HAPs or that have a site rating of less than or equal to 500 brake horsepower and located at major HAP sources.
- Promulgating emission standards for HAPs for existing non-emergency stationary compression ignition engines greater than 500 brake horsepower that are located at major sources of HAPs.
- Revising provisions related to SSM for engines regulated previously.

Implementation Tools for Complying with Area Source Rules
In the final quarter of 2009, the Environmental Protection Agency (EPA) issued three (3) rules that set standards for hazardous air pollutants (HAP) from chemical manufacturing, paints and allied products manufacturing, and chemical preparations facilities that are minor sources of HAP.

Practical Implications of GHG Reporting
The EPA promulgated its mandatory Greenhouse Gas (GHG) Reporting Rule in the Federal Register on October 30, 2009. Codified as 40 CFR Part 98, this rule requires that specified industrial source category facilities and facilities with stationary fuel combustion sources emitting over 25,000 metric tons of CO2e per year must now report their annual mass CO2e emissions for calendar year 2010 based upon a site-specific monitoring plan and specific operating parameters. As we’re now more than halfway into the year, it’s critical that you understand the Tier your site falls into and how the rule affects your facilities and operations? In addition to talking about the rule and its implications, we’ll delver in-depth and examine the prescribed calculation methodologies and how you can prepare a site-specific monitoring plan.
