Reciprocating Internal Combustion Engine (RICE) MACT

The final Reciprocating Internal Combustion Engines (RICE) MACT amendments were published in the federal register on March 3, 2010. These amendments provide NESHAPs for existing stationary compression ignition (CI) RICE with a site rating of less than or equal to 500 HP located at major sources; existing non-emergency CI engines with a site rating greater than 500 HP at major sources; and existing stationary CI RICE of any power rating located at area sources.

The EPA is finalizing these standards to meet its statutory obligation to address HAP emissions from these sources under sections 112(d), 112(c)(3), and 112(k) of the CAA. The final NESHAP for stationary RICE was promulgated under 40 CFR part 63, subpart ZZZZ, which already contains standards applicable to new stationary RICE and some existing stationary RICE. The rule includes requirements for control of HAP (formaldehyde and/or CO as a surrogate) emissions from RICE during periods of startup and related testing, monitoring, recordkeeping and reporting.
